In accordance with Regulation 1164/1994, the Cohesion Fund may finance projects or phases of projects that are technically and financially independent, or groups of projects linked to a visible strategy forming a coherent whole, which may have the consideration of public expenditure, or equivalent ones, including the expenses of bodies with activities that are undertaken in an administrative or legal framework that may make them assimilable to public bodies.
